Although you only provided basic info about the two offers, I suspect most of us would opt for the full-time position with the better salary. However, it's really up to you to choose whichever one is most important to you and fits your needs, lifestyle, and career interests.

The dilemma was clear from the first post... and NS gave pretty much the answer that I would give. Apparently you are a spouse there and already have a visa? Part-time jobs normally don't give visas. Would your current visa allow you to work in either country? I doubt that a UAE visa would give you legal permission to teach in Oman... and vice-versa.

22 contact hours is very high for a "Part-time" position. In other words, I would consider both of them full-time.

Any benefits other than the salary? Only you can weigh the pros and cons of these two offers based on your situation.

I do have a family visa for the UAE. It says `not permitted to work`. so I guess I can obtain a work visa for Oman. I`m not yet sure. For the full-time work i`ll get only a ticket and health coverage.

You would need to directly ask the Oman employer if they will provide the work visa. You can't do it yourself.

This could be an issue. If you are crossing the border every day, a legal work visa would seem to be crucial.
