Is there much of a market for private lessons or PT work at academies in either of the two biggest cities? |

If you are in the country legally and under an employment contract it is very doubtful you would get your sponsor's permission to do PT work or private classes - in fact, your employment contract will probably state that this is a dismissable offence and (maybe) get you banned but I am not sure on the last bit - someone else may know better.
Do people do it anyways? Yes, certainly they do. But it only takes one disgruntled student or an envious colleague to dob you in and you're on your way out. Also, if someone decides not to pay you, you have no recourse whatsoever.
It is illegal to work on a tourist or visit visa. |

You are under your employer's sponsorship and on their visa. You would need to speak to them. They will tell you what you what is allowed. The biggest problem with private lessons is that the students might not show up on time. Most places would not allow you to work for another company. However, there are always the exceptions. |
