They say that it's necessary because of the extreme weather here. I don't believe it. Do they do the same in Finland, Norway, Sweden, Iceland, Canada, or Alaska? No.

But do they have massive city-wide communist style hot water systems? Or small central heating systems in every home?

Good point, but I still think officials are making money off of it somehow. I've also heard it can be easily fixed by putting in sensors to detect weaknesses in the pipes.

This is always a strong possibility in our beloved city. Though I doubt that they'd bother to root up half the pavements just on a scam which would be as effective without the physical work...

I'm in Novosibirsk and they do they same here. It's funny though that people get charged the same for hot water in May as every other month.

I think the total annual costs are just divided by 12 to give an average monthly bill. No hot water in May, and limitless hot water for the other 11 months is still a good deal : )

Just seen a notice on my front door. Water gets switched off the very day I return from holidays! Grrr!

This calls for a drink to calm my nerves...

Nope. I do know that when I lived in Fairbanks, Alaska that at -40 I had to be sure not to ever leave the garage door opened when pulling my car in or out for more than 30 seconds. Yes, even in a HEATED garage, the pipes WILL freeze in 30 seconds if the door is left open.

Good question. Though I'd be very surprised if anywhere in the US had socialised hot water. Too communist. Even in formerly Russian territory Very Happy
