When applying for university positions in Guadalajara, is it best to turn up in person or ring before to ask if they have placements?

I'm reasonably presentable.....but I'm not sure if it would make more sense here to ring

It is always better to go in person in Mexico.

In my opinion, it is best to call universities before you go. Directors of studies are often out of their office / involved in meetings and are difficult to track down. I work at ITESM and it is often a magical mystery tour to try and find my boss even though I am onsite. Unis are often in out of the way places and a 2 hour journey would often be a wasted journey.

If you want to work in a language school or for a company that teaches in-company classes, then yes, turning up unannounced is ok. Even in these case, I would recommend calling first as it shows a level of professionalism.
