I did the research. The requirements are the same as what is required for Korea.

Yes, I know that pet shops are deplorable. It's fairly similar in Korea. My former vet's office was a stone's throw from a boshintang (dog soup) restaurant. Luckily for us, we found a new vet with more of a western mentality.

The quarantine would be up to a day if all the tests and documentation are done properly, which I would always do.

As for where I'd live, I'd be interested in Osaka. I'd be willing to pay more to be able to have him live with us. That isn't the issue. Are there any dog runs in Osaka? Here in Incheon, Korea, there aren't.

Not sure about dog runs there. There are decent parks for dogs to go to.
Nara is not bad when there is time. I have climbed Mt. Kongo with one of my dogs.

athome.co.jp lists apartments that accept pets.

You will need someone who knows Japanese to help you.

Cool, thank you! I'll see if my Japanese cousin can help me find a translator. We've got some time yet, but it never hurts to start planning. If we didn't have this little pooch, it would be much easier, but we wouldn't have it any other way.
