The American ones are jurisdiction-specific according to their website (here's a map) so it will depend on where you live.

Thank you. What does a visit to the Consul with a COE usually entail? Will I need to leave it with the Consul, or will I wait in line and be able to have it taken care of in an afternoon? Pardon my ignorance.

My closest consulate was the DC one. I had to leave it and come go back a few days later. I'm not sure if it differs from state to state, though. You should call the one closest to you and ask to make sure.

When I got mine done many years ago in Chicago I went in the morning, the guy looked at the application and made some changes, then told me to come back the next afternoon to pick it up.

Cool, thanks for the information. I will be doing some vacationing in Hawaii after I finish up my contract here in Antarctica, and will plan to have it done there. Will get in touch with them ahead of time. Sound good, thanks again.

You have to be able to go back to the same place to pick up the visa and your passport. If youve got a week or so the consulate in chch is worth using.
