I'm relocating to HCMC after a nine-month stint in Hanoi for my first teaching gig. I'll be coming to HCMC around Tet (ugh, worst timing, I know) with a CELTA pass B and nine-months teaching experience.

So, honestly... do I stand a chance in hell of getting employed on a part-time basis? I'm planning on looking for some work with an NGO as well, but need the income...

I would think you'd find some work. I always get emails and phone calls around that time. Not spectacular stuff but it seems that some schools lose teachers between Christmas and TET. I'd suggest e-mailing some schools you like before you come here. If you're just after a foot in the door while you seek out something better you should be fine.
