It boils down to the same issues.
If you want to teach abroad you need a visa that allows you to work in the country of choice.
In MOST cases a requirement for said visa and/or work permit is a degree.
Without the degree there is no option for legal work because the various immigration authorities won't give you a visa/work permit.
That goes for almost all of Asia now and will be ALL of East Asia after 2015.
As an EU resident you have the ability to work within the EU without the visa issue but you are still competing with people who do have both the TEFL cert and a degree as well.
