This is how you maximize your profits if you are H.Z., subcontractor for RASCO Oil and Gas Processsing Company of Ras Lanuf, Libya:

1. Tell teachers you have bought a satellite internet system that will allow them to connect in their "4 star" hotel rooms. Tell them to be patient, that you are arranging the installation. Meanwhile, enjoy connecting your new Apple laptop in luxury hotels around the world, all paid for with money you should be spending on teacher salaries, not to mention the promised satellite dish. Chuckle to yourself about teachers who may or may not be able to connect in the always smokey lobby of the dump they call a hotel in Ras Lanuf, Libya. The lobby where the TV constantly blasts either the chanting of the koran or the frantic shouting of Arabic football anouncers. You don't want them to be able to contact you anyway. Oh, and be sure you don't get them that SIM card you promised them. They will find it very difficult and expensive to get one by themselves. Good.

2. Fall several months behind on paying teacher salaries, while making a variety of excuses. Claim that you have not been paid yourself by RASCO, that the teachers have given the wrong wire transfer info, the transfer agent in Dubai is incompetent or has stolen your money, etc. Never answer emails from teachers. You want no written evidence that you owe them money. In fact, don't even sign their "contracts" when they arrive.

3. Prevent teachers from quitting in the middle of a cycle. You don't want to upset RASCO. Do this as follows: In spite of telling teachers they can keep their passports, have them confiscated in the following way: Just as you fall several months behind on teachers' salaries, do the same with their hotel bills. When they arrive at the job site in the middle of nowhere, Ras Lanuf, Libya, the hotel manager will refuse to give them rooms unless they surrender their passports. He does this because it angers the teachers, and he wants them to put pressure on you to pay the bill. But you couldn't care less about that. Any teacher who wants to quit mid cycle because he has not been paid in months or because of security risks is stuck because the hotel will not give him his passport. Stuck in a nightmarish Hotel California, where the busboys are unbearably rude and the food is just weird. Tuna fish and beans for breakfast. Where they dump tons of hot spices in everything, maybe to keep "guests" from eating too much or from realizing that something is spoiled, or maybe because they are just weird. Where teachers who drink too much of the barely drinkable long-life milk are scolded by the busboy, made to sign a bill for extras, and given a lecture in socialism by the dining room manager. Good. Keep them in their place. Where the teachers can enjoy a jog on the beach out back if they don't mind running on a beach that looks like a landfill and has pipes dumping raw sewage into the sea every few hundred meters. A beach where they might just get shot. Good. A very good excuse for not paying them the three months back salary you owe them.

4. When teachers finally do get their passports for the break and threaten not to return unless they are given their back pay, fire them for annoying you and give them the bum's rush, paying them some part of what they are owed and telling them they should be happy to get even that. Hire a new sucker, and repeat the process.

I don't think there is 1 good EFL contractor here. Direct-hire is the only way. You've been warned.

had some bad experiences acting as an intermediary for an EFL recruiter in Libya. My days as a slave trader are over .
