I can say that Salalah has definitely changed in the seven years since this thread was started. I've been working Salalah for the past year, and the city is pretty much a giant construction zone. Lots of new amenities have opened up just the year I've been here. The new Salalah Gardens Mall has opened, and includes a cinema and a Carrefour. The New Rotana Hotel outside of town opened this past year also, and new resorts and hotels are in the works up and down the coast.

The old corniche is pretty much abandoned, as the government has been buying up the properties there in anticipation of tearing everything down and building hotels, shops, and promenades in the future. In the north of the city, the Sa'ada district has multi-floor high rises shooting up over-night. Lots of apartments are going up there, along with a future second mall. There's also another big hotel going up near Sa'ada as well.

Most of the roads in town are torn up, as they're being widened to accommodate more traffic. This includes roundabouts being demolished and fly overs being constructed to replace them. Needless to say, this makes driving quite an adventure every time your head out.

Also, the new airport is expected to open some time next year. This will replace the current tiny airport they have to serve the city, which rumor has, it will be used solely for domestic MCT-SLL flights when the new airport opens.

In regards to schools/unis here, from what I've heard Dhofar University offers the highest salary, but the place is poorly administered and is in chaos. SCT and IAT are about the same. Salaries are lower, but the jobs themselves are tolerable as the schools more or less run smoothly and the students you get are typical of anywhere else in the gulf.
