I opened a personal account at ING Bank in Lublin today, only needed a passport. The only issue was that the contract is only in Polish, surprising for such a large international bank, but otherwise was quite an easy process.

The paperwork is in Polish because of Polish law. If the contract was in English, then it would be acceptable in court, which could create problems for them.

One thing to bear in mind that with ING, you need to declare which documents you can use in the bank. For instance, I have my right of permanent residence card, my passport and my driving licence listed as acceptable documents. If you go into the bank, they'll only accept documents that they already have on file, and an interesting aspect here is that you always need to identify yourself to the bank.
