BL requires motivated trainees, so I have my reservations.

What do you mean by blended learning from your point of view?

And why do you have reservations on using BL in the ME?

I have heard the term used to describe a mix of Face-to-face and Distance Learning. Not a recipe I would suggest for your average student in the Middle East.

What's your issue? Distance learning isn't new to the region nor to those expats and Gulf nationals enrolled in university online and blended-learning programs worldwide. In fact, I currently have a Saudi classmate in one of my Master of Ed Tech classes. He's an active participant on the discussion board and seems to be holding his own since we're in the last course of the program.

My experience is that most students in the Gulf are motivated by grades, not by poverty. If you have students who see there education as a step up the economic ladder, you would have many eager and motivated learners, especially if they can do some parts of the course online, around their working hours.

Most of the students whom I have worked with have one job: THEY ARE PAID TO BE STUDENTS. Some of my students get a better salary than some of their own teachers. They can expect to have a fat stipends for further training and a Masters Degree and then their starting salaries will be very lucrative indeed.

We are paid to be the face in the class; therefore, anyone who decides to do online, blended or flipped classes that might require "non-face" time, should be prepared to defend their strategy. If both the teacher and the students are paid to be in attendance, most administrations expect that to occur.

If the administration expects online materials in lieu of face time, than the instructor should be able to defend that there were certain security measures taken to insure that the student was actually attending to the materials assigned and had not paid a substitute to do the work for him. To go back to my original point, students in the Gulf would be motivated if the material carried a grade.

So what about BL with trainees with with low language, literacy and numeracy like oil company trainees?

This is a long way from motivated uni students.

Any sites for materials useful for an LMS much appreciated.

Try MOODLE and see if you can motivate your oil company trainees.

Seriously consider joining TESOL Arabia. In addition to the annual conference and networking opportunities, there are special interest groups specific to your training needs (e.g., ESP and educational technology).
