I think you'll find that it is because the lesser ranking London unis attract a large number of foreign students, who come from countries where cheating and bribery are common practices.
I'm talking about China and Russia here, of course, but many other less ethical nations have this sort of problem too - India and Pakistan notably.
The point to bear in mind here is that the statistics in the report only refer to cases of cheating which have been discovered and are being investigated. My experience of working in the UK's tertiary education sector tells me that it is a far more common practice than is generally recognised, and in many cases it is either ignored or dealt with 'unofficially', without any need for investigations. |
