My understanding was that the UAE, or at least one of their educational ministries, used to accept degrees via distance education, provided it was from an accepted institution and there was a list of universities and colleges that were deemed acceptable. Seemed like a pretty commonsense and practical approach to me, but, they obviously thought it was better to get rid of it.

They still have the list on the MOE site:

They just don't seem to follow their own policy.

That's the one! By the by, every university I've ever studied at is on it. However, as things stand, it looks like I won't be eligible for the UAE, or most of the GCC, because of my external enrollments. Oh well, there's always South America, the Pacific, Southeast Asia, Africa, Europe,....... Cool

This is the list that was followed by the Ministry of Higher Education. That ministry no longer exists as it was merged into the Ministry of Education, which originally covered only K-12. Their policies apparently have taken precedence and they never accepted anything online or distance.

Qatar previously accepted degrees/credentials that entailed partial online study. However, from the Qatari Embassy in London:

Educational Qualification Rules

Please note that according to the request of the concerned authorities in the State of Qatar as of 1st June 2016, all Educational Qualifications (Level 5 and higher, see appendix) must be supported by the 3 items below:

1. Certificate/Diploma
2. Supporting transcript
3. A cover letter from the issued educational provider confirming ALL the points below:
    • The mode of study: whether full-time or part-time
    • The type of study: whether distance learning (E-Learning) or Face to Face learning (on campus learning)
    • Location of study
    • Location of examinations
    • The actual dates of study (start date and the end date)

    Kindly note:

    • All 3 items mentioned above have to be attested by the UK's Foreign & Common Wealth Office (FCO) prior to submitting it for legalisation at the Embassy of State of Qatar - London.
    • Any certificate obtained via distance learning (Online) will NOT be accepted for legalisation.
    • For any certificate, where the place of study and examination are outside the UK will NOT be accepted for legalisation.
