OK so I will have to plan for this. Does anyone know where I can go to make the oath to state I have not committed a crime, in lieu of the CNCC?
Is this at a police station or a government office?
Also, which place would be easiest to get to (I mean from between the airport to Kowloon?) I think I have to make an appointment to do this.

I think you need something like this:

Best location from the airport would probably be Mong Kok but you can check out the full list of locations in the link above.

With the FBI it could take up to 4 months to get anything.
I will go to the Chinese and American consulates in Osaka next week.

I think you have to call them up (but you can check the website for more details in case I'm wrong). In any case, HK govt departments tend to be quite efficient and helpful so it shouldn't be too much of a hassle to make a booking over the phone.

Yes the Mong Kok one is just steps from the station.

Funnily enough I was just in Osaka on holiday a few days ago. How the teaching environment there?

It is hard to make enough money. Too many teachers. Lots of outsourcing.
Fewer students so schools are trying to save money. Kyoto, especially, must have a tight market since so many people want to live there.

Do you need an FBI check? When I made my declaration at the office I think I wrote something along the lines of, "I have no criminal convictions in any of the countries I have lived in before arriving in HK." I just made a blanket statement that covered everything. That plus the HK police check was all I needed I think. I did not get a check done for my home country.

I need a CNCC and it can be from my home country, the US.
The CNCC can be done in any country I have lived in. I have lived in Poland, Russia and Morocco too.
I have no time or money to go to the police in Guam, which would be the closest place.
I have lived in Japan for 17 years so I was asked to get it here,
but the Hong Kong Board of Ed. refuse to give me a letter, which is what the Japanese police have requested. Then a police officer told me to go to the Chinese embassy but they were not helpful.

I have a fingerprint card from Arizona (which is required for teachers) but I can't get a letter stating I have not committed a crime.

Try the usual sources, jobs websites (Classified Post, Jobs DB, Indeed etc etc) and join the various FB teaching forums.

The pay can vary a lot. Some schools will actually match EDB NET salaries to non-EDB NET positions (if they have the funding) so you can still potentially make a decent salary. Otherwise I think you will be looking at something in the 25 - 35K range.

If it was the EDB that told you to apply directly to schools then what they meant is that you can apply directly to a school for a NET scheme position. No question of pay, it's the net scheme package.

You don't actually have to go through the EDB or be in the pool to get on the NET scheme. Had you been accepted, the EDB would have checked your documents and qualifications. They also would send your CV to schools and assist you in finding a position. Some schools will also advertise publicly, you just need to make sure it's for the EDB NET scheme. If you are not in the pool then the school that wants to hire you Is responsible for the vetting process.

Check the job ads and look for EDB NEt jobs. There might be the odd one advertised early but my guess would be in May.

CNCC, you go to Commissioner of Oaths office, not sure the address, I'm sure you can google it

I took the oath. I was at the government building in Mong Kok, but I should have gone to Mong Kok East. I didn't know there were two stations.

Rejection from the NET scheme isn't the end of the world. Don't give up. Try applying for normal local school positions. A year in a local school in a non-EDB NET position will allow you time to find your feet, gain valuable local experience and do some networking. After that it will be much easier to transfer to an EDB NET position. After all, vacancies are often not advertised widely. Word-of-mouth referrals still play a vital role in securing some of the better positions.

Mitsui when you say you got rejected do you mean you had an interview then didn't get in or were you not actually offered an interview with the HK government for the NET scheme?

Had the interview. Never got the CNCC from Japan as the police asked for a letter from the Hong Kong Board of Ed., which they refused to write.
Otherwise it takes up to 4 months from the FBI.
