Except that the Minister of Labor mentioned in the OP's posting (Mufrij Al-Haqbani) has long since been replaced by another luminary, Dr. Ali bin Nasser Al Ghafees (since Dec. 2016)

Whether the project mentioned in the OP's posting (Your Labor Consultant) ever made it beyond the planning stages is open to question. I haven't been able to find a link to it (or even a mention of it) online.
Most likely, like most pie-in-the-sky theories and projects, it eventually ended crunched up and crumbling in the dustbin of history - along with its promoters - never to be seen or heard of or from again.
