I've been 30 years in tertiary education and considering Mexico as my next location. Are there any age limitations or restrictions in acquiring a work permit or in signing up for national health insurance?

Yes, in signing up for the national health service. And in some places that will be a job requirement. In other places you can work as a contractor and then it is not an issue.
The national health services has deteriorated tremendously in the last 6 years, I used to recommend it and used it a lot myself. That is no longer true.

I've had a lot of trouble replying lately is continually says invalid session. So if anyone is wondering why their post has views but no replies I image most people give up after three tries.

As I understand, enrollment in Instituto Mexicano del Seguro Social (IMSS) is a condition of legal employment. Does that mean no one past 60 is ever offered employment?

Like everything is Mexico, it's not black and white.

If you are over 60 but have previously been enrolled in IMSS, you can get a new job.

It is not a requirement if you agree to be paid via the "reciebo de honorarios" system, which would be the USA equivalent of being a contractor rather than an employee.

and Finally, not all employment in Mexico is entirely legal, there are degrees of legality.

I've seen this used as an excuse among schools quite often to not hire people over 60...
