A number of people have told me that it is in-fighting on who controls the organization and its finances added to issues with the government over charging them fees/taxes. (it is a non-profit, but the government is looking for a cut of every dirham that comes in...)
Control has been a bit of a soap opera for a number of years and I expect that things have become worse as so many of the teachers have been lost due to the HCT implosion disaster.
It appears that there will be no conference this year, but as to the future, it depends on whether the in-fighting has been suicidal.
What did the email say about the March 10 event? Who and where?

Dear Colleagues,
We are writing to confirm that the Annual ELT Conference will be held March 8-10, 2018, at Zayed University Convention Center in Dubai.
Kindly note that TESOL Arabia is no longer able to function as an organization due to unfortunate reasons. However, the annual conference has been secured under a government institution who will be hosting the International Conference and Exhibition in support of continuing professional development opportunities for ELT professionals and Applied Linguists.
We would like to apologize for the delay in sharing the event details with you. However, the proposal submission and conference registration gateways will be launched in the coming days. We will share the link and all details soon.
As usual, local and international exhibitors will be showcasing their latest products and services for the benefit of ELT professionals.
Please mark your calendar for the dates March 8th – 10th. We are looking forward to welcoming your submissions and to meeting you in Dubai.
Should you have any queries about the Conference, please contact the Co-Chairs: |

So, I wonder if they will still have a jobs fair, the main reason many used to go to TESOL Arabia (though there seemed to be meagre offerings available in terms of advertised jobs there last year).
On the old TESOL Arabia website they would also indicate which employers would be attending - which was useful for planning. |

There is a space on the ALLT-UAE website, but it is "to be updated". It seems that the shift has been from HCT to Zayed. I would suppose that many folks are scrambling to move their resumes along to other new positions as jobs decline. Searching for a job and relocating means less time to donate to professional development organizations. It's also difficult to commit to a March conference if you don't know where you'll be in March. Instability in the job market does have far-reaching effects.

So does this mean TESOL Arabia is all but defunct and no longer exists?
What are people who've given presentations at TESOL Arabia supposed to put on their CVs? |

I would say that they put the same thing on their CV whether the group is still functioning or not. What does it matter if it disappears X years after making a presentation?
As of now, I haven't heard that it is officially gone... so... we can only wait and see.
