In order to work legally, you must be a EU citizen

If you speak English, there are places which will give you a job (or private classes, I suppose), but as NatureGirl said, not legally without an EU passport or a visa. Arguably, places that are not completely legit are not necessarily the kinds of places you want to work for, but I have no experience of that. As for requiring certification, for private academies and language schools? Not that I'm aware of. (For state schools, sure.) Some academies prefer you to have the CELTA or suchlike, and depending on the city competition may be fierce enough that you'll need something interesting up your sleeve, but I don't think needed, per se... I'm rambling again. I'll stop.

This question has been asked and answered ad nauseam.
There's an exception that allows schools to employ you if their clients specifically require speakers of American English. Otherwise it's a matter of working illegally and being open to even more exploitation than the rest of us.
Arm yourself with plenty of CVs and visit the language schools, but don't be surprised if they turn you away.

though I think that if you have qualifications and experience, some schools may want to go the extra mile to get you a work visa.

Check out tefl.com or europa pages or teachabroad.com for adverts
