I am really not sure about Israeli Universities, but having lived in the land for three years, the only jobs I have been offered in terms of ESL were at Arab Universities and AMIDEAST in Gaza. And, that is with an MA in TESOL, so I don't know what you have. Depending on what city you live in, there might be opportunities for part-time work with small independent language schools, (there is one I know of in Jerusalem) that is not an Ulpan, and I had a friend who did private tutoring.
