You cannot generalize about Arab management, there are good as well as bad Arab management, and it is the same with the American, British, Canadian, Australian and other nationalities management. It may happened that you were unfortunate and worked under bad Arab management! But this does not mean that all Arab management are not competent and good. If you have read some of the threads in this forum or other forums, you will find people who also complained about the American and British management.
There are some highly qualified and competent Arab people who are doing good job in management, so lets not generalise about Arab management and labeled it as a 'bad management'!

I don't think I ever had a decent manager in the UAE, regardless of their nationality. I worked for Lebanese, Indians, British, Irish...you name it. Typically middle managers in the UAE are people who are ineffective and underqualified (but great at being the 'yes' man). They are simply facilitating what upper management wants: blood from a turnip.
