Besides my degree in Business, what other Qualifications or certificates must i have to be allowed to teach english in the UAE.

Would a TEFL be sufficient or would the CELTA course be what i require?

Or is it accepted that i can be employed on the basis of being a native english speaker that holds a degree?

If you read down the threads on this page, you will see that there are very few good jobs in the UAE unless you have an MA in TEFL or Linguistics plus experience afterwards - usually about 3 years. There is one system, HCT, that will consider people with a BA plus CELTA plus extensive experience.

It sounds like you are not Middle East material. This is most definitely NOT a part of the world where being a native speaker gets you anything. The Far East sounds more like what you are looking for.

The cost of living here is high - on a par with Europe or the US - and the few language schools that may hire you would not pay enough to live.
