Depends on whether or not you have a visa that allows you to work.
IF yes (you have your own visa and can work) then no, you don't need a degree to get a job at a language school).
IF NOT then you need a RELATED degree and experience for an international school to get you a proper visa
or
good luck and good BS skills to get a job at one of the Korean language schools (they won't get you a proper work visa - you just take your chances and work illegally on a tourist visa and extensions).
The problem with working in the Philippines is that you are competing against all those retirees (who are native speakers) and who are married to a Filipina and don't need to get a work visa (they hold 13a residence visas or SRRV retirement visas).

If you are in the Philippines right now, my best guess is you could apply to language acdemies and probably find a job with a TESOL and no degree. That is a guess.
If you are applying from outside the Philippines, it would be very difficult to get feedback from academies even if you had a degree and were the proverbial "golden child."
If you came to the Philippines (Kiwi Lodge is a good place to stay in Cebu - lots of Aussies, Kiwis, Brits, and a few token Americans), they could "clue you in a little." If then you found a school, awesome.
If you found a school that wanted to get a work visa for you, I wonder if there is any "college degree" requirement from the Philippines Bureau of Immigration. Their website is http://www.immigration.gov.ph/.

He is an American, decent guy, who owns a language academy/resort in Cordova, Mactan, Cebu ( a good 30-40 minute travel trip from Kiwi Lodge). He has been in business a while and might take the time to answer an email or phone call and advise you teaching in the Philippines with TESOL, no degree. It couldn't hurt.
Another possibility may be to enroll in a local university part-time (not too expensive at all - a few hundred ((maybe 200-300 fulltime)) American or Aussie dollars a semester), get a student visa (an entangled but not impossible process), and work part-time at a language academy (and/or build up some private lessons) while in school. Or, enroll, get a student visa (which keeps you there) and work full-time at a language academy while taking classes on Saturdays.
Best of luck.
