I'm from the USA and was wondering what a reasonable rate would be to charge Koreans per hour for an English conversation lesson. Thankfully this is legal in the Philippines.

The legality would depend on your visa status.

13a = OK
dual citizen (pinoy/us) = ok.

tourist = not
balikbayan = not.

Charges are what the traffic will bear and where you are at.
p500-750 per hour is reasonable in the NCR.
P250-400 per hour is common in metro Cebu.

Thanks for the information. I have the 13a. I live just outside of Manila. I was offered about 200 pesos an hour which I refused. I thought it was much too low. I have an MA in Education with several years experience teaching in Korea (1 year in Japan).

200 is too low. Filipinos who could afford a one on one tutorials would pay 500 or more as long as you have good contacts

Even with a MA don't international schools require a teaching certificate?

Some = yes.
Some = no.
It largely depends on their accreditation and who the accrediting body is.
