Many of the hires are naturalized US citizens, and there are several from the Arab world. Since the employees are hired by a US institution and paid by that institution, they must be eligible to work in the US. They must be US citizens because if you have another employment eligibility in the US (green card, visa), you must be actually in the US to maintain that status. When CCQ is rooted, they will eventually be hiring their own faculty, and I expect they will hire non-US citizens. Houston is very very diverse. There is no chance you will end up with a white-washed American faculty.
Aside from employment eligibility, since they are building a US-style community college, they wanted people familiar with that context. These people are most likely to be found in the US.

Here's a little something out of left field--the Premier of Newfoundland just resigned.
Probably a coincidence, but possibly one more bad omen for CNAQ. CNA is basically a wholly-owned subsidiary of the Newfoundland government.
And it's odd that Danny Williams stepped down, on the face of it, because he's riding an 80% popularity rating, and everyone expected him to win the next election, in a year's time, hands down. And it is very rare for a politician to leave on such a wave of popularity. It almost defies all the instincts that would bring someone into politics in the first place. Even odder because there is no obvious successor within his party--he's walking away and leaving them in the lurch. There are serious doubts whether his party can win the election without him. That means he is burning some bridges on any possible future political career.
On top of all that, Williams is going with only one week's notice. That's not a lot of time for an orderly transition. It seems downright rushed.
It all seems to demand the question: does Danny Williams know something we don't know? Does he see something big and bad coming down the pike over the next year?
None of the local commentators can see any reason for this resignation. And, to be fair, none of them mention CNAQ as a possibility.
However, if it becomes public knowledge within the next year that CNA's Qatar contract will not be renewed, that would surely be a blow. Newfoundland is a small place. CNAQ, I believe, is larger than the entire community college system for the province. This tail wags that dog.
But even that does not seem enough to warrant this action. After all, Williams is not responsible for the blunders in the original contract. It was signed by the previous government.
Is there worse news coming? Does it involve CNAQ? Does it have to do with the recent pay scandal?
I have a guess what it might be... |

I understand that Danny has had some serious health issues in the recent past which may be contributing to his resignation. |

Check out some recent CBC interviews on podcast, like The Current.
No conspiracy here, Danny is a bright guy who knows when to fold 'em, after the recent agreement with the NS government, he's done what he wants to do.
Keep an eye out for the next PM leadership campaign!

However, they may just be suffering from growing pains as they are the new kids on the block. |

I ran into two my old Gulag students who are now at this college. Their report: the teachers are good but culturally clueless. They need some training on Arab culture, values and religion. They hope the new building will be better than the temp now being used. |

Hopefully this information can be passed on to someone there with the power to organize some sort of training classes for the new teachers. This is one of the biggest mistakes that these new places make when they start out. CNAQ was one of the worst in this area. It is what happens if you don't have enough people on staff who have experience in the Middle East.

They need to hire the surplus teachers from QU and not only Americans. The teachers are good and experienced, not like the uninformed naive bunch they brought from the States who made a lot of cultural and social gaffes with the students. |
