I'd say pick university and/or tourist towns that aren't usually as attractive to expats. I don't know for certain, but I'm thinking Ferrara, Rimini, maybe Padova or Genova, that kind of thing. That way you can take advantage of fewer expats hanging around hoping to make it in Florence or Rome and a number of students who are often looking to polish/better their English in order to be more competitive in the job market once they graduate (or newly graduated unemployed students looking to kill time now that they've got nothing to do!).
