This article seems to concentrate largely on perceptions and "spreading the message", but makes a very good point about law enforcement. For me, this is crucial. With corruption and without fair laws and strict enforcement of those laws, there is nothing to build on. Impunity is probably Mexico's biggest problem.
This has to start at the most basic level, e.g. obstructing or reserving spaces on the public highway may seem a small problem compared to narco-traffic, but from little acorns big oak trees grow. These little things, when adequately punished, breed a culture of lawfulness.
President Calder�n talks the talk much better than many, but I'm afraid he nowhere near walks the walk. |

As I understand it, Giuliani was invited here some years ago to pass on his tips and experiences of the reform of NYC. Was no one listening to him? |

AMLO brought him down to talk about police reform. Media here laughed at it and railed on his 7 million dollar consultant fee. |

Rudy wanted to start by jailing windshield washers, jugglers, etc. at the semaforos. Take that revenue stream away and the curbside workers would move along to robberies and use of violence to make ends meat, or so went the logic. DF is not NY. |
