One can argue to what extent non native speakers are qualified to teach English as a second language, but it will undoubtedly suppress wages for native speakers further and exacerbate the shortage they tried to eliminate. A pretty funny and very Mainland Chinese strategy.

The NET shortage is already exacerbated by the Chinese government's stopping of handing out teaching visas if a person is going to hit 60. There's quite a few good schools that want older NET's, if younger NET's are in short demand. Some schools don't care one way or the other. I think the Chinese top beauracracy is worthless, totally worthless. Laughing Maybe it's best for the West.

For younger speakers that are learning English, they are not as good. There are too many things about English that can only be picked up from NETs. It's best to have young learners experience as large an exposure to NET's as possible. NETs have the proper cadence and have a more instinctual ability for tenses in English, and that is one of the most lacking items in nonnatives learning English. Those along with idioms and colloquial aspects of English.
