I've only seen a 'release letter' and my recollection is that apart from the red stamps it was brief and didn't attempt to indicate any quality of teaching.
Rather like some Western corporations that only issue 'Certificates of Service'.
OP I'd stay away from the other type letter unless you expect it to be sooooo laudatory that it will get you heaps more of whatever you want at your new school.
