Does anyone have first hand experience with getting an ESL gig in Cali?

If so, any info you can give based on this will be great.

I would recommend patience. Cali is not a place where work will just come up. I remember one language school I went to told me that six people had gone for the advertised job.... And, that was a low level, low paying, split shift teaching gig.

With some perseverance you can do okay, though.

If you plan it properly, have the right quals, and go at the right time (around February/March) then you can get the decent colegio jobs that will start later in the year.

What are the right qualifications? Some people say you only need a B.A. in English. Or is this true of Bogota and Medellin, but not of Cali?

The right quals are whatever will put you ahead of the game. For the colegio jobs a TEFL cert, PGCE or MA will help. It also depends on the institution as the ones near the bottom of the ladder will be less picky.

Your experience, demeanour and how urgently they need someone will also be factors...
