If you look on various sites such as Tefl.com you will see that it seems to be the same firms who are recruiting for staff, although there are occasionally a few new ones. This can mean that either a)their business is expanding fast and they need new staff or, b) that nobody stays long due to the conditions and some people don't even complete their contracts!
I will leave you to guess which is the case???

Hehe, I remember Zara Blides, DOS of Language Link, stating on the first day of our internship that they need new teachers because they are expanding. There were around 40 new interns that year (not including hiring of new teachers with a CELTA). That is some expansion!!
