Muscat Daily, Monday, 9 June 2014, front page:

"In seven raids over 421 facilities carried over the past four months, the Directorate General of Manpower in north Sharqiyah has arrested 718 expatriate workers found violating the Labour Law. Those arrested included six women."

Not terribly clear which of the many labor laws they were breaking. My guess would be working without a valid or current work visa.

They will be either illegals or runaways. The men will mainly be in labour camps

A lot of them are working on black market visas which can be bought off Omanis for 800 OMR. They just apply for extra housemaid visas and then sell them on.
