Almaty can be a very cheap or very expensive city, depending on your lifestyle. I used to spend about US $600 a month, leaving plenty left over for traveling or whatever else you want to spend it on.
Pollution can be a bit bad, but the mountains are very close (depending on which branch of the school you're in, it's possible to walk there).
IH Kazakhstan is one of the better IHs. Don't be scared off by the notoriety of some others, like Moscow. They're completely different schools.
