I've been at Nazarbayev for a little over a month, and I thought it worth clearing a couple of things up.
1) Yes, most nationalities that can enter visa free can convert their visa while here. No need to leave the country. I did it this way, and I can confirm it works. It may be illegal for certain professions or institutions, but not here.
2) This is because of the "official" exchange rate. They have to say it that way. My contract says the same thing, but I can confirm that my salary was exactly what the job offer promised.
I should also note that I have 7-8 other ex-colleagues who have been working here for years, and so while it's good that groovebliss was skeptical, I did have the advantage of knowing my friends were being treated well before I accepted. |

I see that they are advertising now for positions to start on 8 January 2020.
