Depends on your definition of "best." Their English language levels are mostly very low, and like their neighbors more north in the Gulf, they are not particularly academically oriented.
Much depends on where you are teaching, but in general, most people leave Oman with a strong affection for the students that they taught. They are generally polite, respectful, and I found them fun to teach. But, I was fortunate to have had some of the top students in the country at both SQU and MCBS.
Those teaching in the smaller towns in the hinterlands of Oman find their students a bit more difficult because so many of them are just not college material, but the government is trying to push education... and keep them off the streets and out of the job market. They can be a little rough around the edges... and a motivation challenge.
So, I would say that my favorite students in the Gulf were the Omanis, but they were not the best "students."
