according to this, https://en.wikipedia.org/wiki/Ministry_of_Education_(Oman), the Ministry of Education is supervised by the Ministry of Higher Education.

TATI, the main recruiter for the Ministry of Higher Education, appears not to have any jobs currently offered for non teaching positions. There are, however, other recruiters.

Based on my interview with one of the Colleges of Technology, my guess is that the non teaching positions are reserved for Omanis.

That's not to say, though, that if one started as a teacher one couldn't move up into management, curriculum design, etc. I think it is possible with a private company which has contracts with various ministries. It might take some time, say at least 5 or 10 years with the company, and could require teaching in the interior.

Of course in such a position you wouldn't be working for the Ministry of Higher Education, but would have considerable influence on the English language programs in which government employees are enrolled.

Non teaching jobs in the MoE are all in the process of Omanization.
