It's mostly the non-whites who get stopped but my workmate had a stereotypically Slavic appearance, despite being from the UK, and got stopped about 3 times. On one of the occasions, they didn't even ask him for his id, just asked him if he was Russian and let him go when he said he was English!

On the o.p. it's a bit of a shame about Spain but in some ways there is a supply and demand element at work. It's a great place to live (though I really wouldn't fancy living in Madrid: too expensive for accommo and too far from a beach) and as a result lots of people go there. Big labour supply = worse conditions for workers. The summer gap is the real killer, saving 20-25% of your wages just to get you through summer, when you're already on a low salary, isn't feasible long term.
