It happens in our countries too... graduates with unrealistic expectations of what job their freshly minted degree is worth. But I found the Gulf graduates to be much worse. It was hit on vaguely in the one article... they want the high paid jobs, but don't really understand the responsibility that comes with it... the actual showing up and doing the work every single day. They don't want to work in the private sector because they have to work... and the private sector employers don't want them because they are too undependable.
I have no idea how you get beyond this problem. Maybe send all the expats home and let the country sink or swim?
