The internet has been very unpredictable lately in Vietnam and I think it must come down to censorship.
Outside of HCMC, I find days when I cannot access several sites. BBC News is often one of them. I switch on my VPN and I can access it in seconds, which proves that it is being deliberately blocked. In my time in China this was a common occurrence, often because China was mentioned in some news article. (In one article, it was trying to explain how to pronounce the premier's name - Xi Jinping - which just goes to illustrate the level of paranoia of the Chinese government). In Vietnam, I haven't detected any such paranoia, just irrational or illogical decisions (but that's Vietnam in a nutshell basically).
I might not be able to access a site on my laptop at home (due to my ISP - Internet Service Provider) but I can get it using a VPN (Virtual Private Network - useful for privacy or overcoming censorship). I can also get it on my mobile phone (which uses another ISP). This rarely seems to happen in Saigon, although there were times in the past that they blocked Facebook (despite the fact that everyone here uses it). A few days later, everything is fine.
Yes, sites are blocked from time to time. Probably on a local or ISP basis. There doesn't appears to be any logic or rational thinking behind these decisions. |

Been in VN since 2012 and never had any problem getting on Dave's. But a number of sites are blocked from time to time. Nothing at all like the Great Firewall but still some sites getting blocked. Take basic precautions because nobody wants the People's police coming at 3am to knock on your door |
