I am looking to live in the Thao Dien District 2 area and it looks a lot quieter. It even looks suitable to go out jogging.

Yeah, you see a few joggers out there. Oddly though, Thao Dien doesn't have much in the way of joggable parks as far as I'm aware.

Someone mentioned martial arts classes being mainly for kids. In fact, plenty of kids stuff to be sure but Muay Thai, BJJ and Boxing are big with adults here and I believe there are VoVinam classes that take in adults.

Air pollution is indeed a real problem and the increasing traffic congestion thanks to the demand for cars isn't helping. That metro can't be built fast enough.

Yes, living in an outlying district is a good strategy.

An even better one is to simply live somewhere else. There are numerous cities other than HCMC and Ha Noi to choose from. Apart from more opportunities for work, the two main cities don't really offer that much that's going to enhance your quality of life.

How about getting an air purifier in your apartment to deal with the air pollution.

Are they easy to buy there?
