They shouldn't be. It's a violation of Saudi labor law. Employers are fined if they do. |

In my time (1970 -2011) it was the way nearly all employers did it.
It never bothered me much. Some honkies got apoplectic with rage over this issue.
Not sure why - a passport with no exit visa was no use |

In the two years I have lived in KSA [2011-2012 and 2018-2019], I/we always had Exit Visas; we could go to Bahrain every weekend if we wanted to. When in KSA, I usually went to Bahrain once a month. Often, to pick up a new suit from the tailor and have a glass of beer. And ride my bike around Manama. Nice change of scenery. |

You need your passport to enter your consulate. |
