Now that is a good question... my first thought was that it would probably necessitate moving to Kuwait and spending a month or two driving hither and yon all over the country collecting paper bits and signatures and stamps... and I could be right since that is how everything is done there.
But, you didn't mention where you were. I think your first step should be to contact the nearest Kuwaiti Embassy.
