Chinese abbatoir workers are being brought in as contract labour to fill positions that cannot be filled by locals. Certainly in my home state, two country towns [Murray Bridge and Bordertown] now have hundreds of these workers and, in many cases, their families. http://www.workpermit.com/news/2005_12_02/australia/chinese_skilled_workers_australia.htm
The demand for ESL teachers is high, the supply is low, especially in regional areas. So, at a guess, non-ESL qualified, inexperienced graduates are being used to fill the gap. This demand will also flow into adult ESL.

Not to mention the business opportunities for those willing to set up Chinese grocery stores as well as for Chinese speaking service providers.

Is this phenomenon occuring in other states?
