Because of the nature of the insurgency, the conflict is low in intensity but all around you all the time. The level of danger of a specific location is not constant. It swings.
There are ways to manage the risk.
Many internationals don't dare to cross the wire. They live and work behind walls.
Some people accept risk of death by violence more readily than others do in maybe the same way that smokers accept risk of death by smoking related causes more readily than others would. Different people have different thresholds.
The southern provinces (Kandahar, Helmand) are fiercely contested between the coalition supported Afghan security forces and the insurgent Pashuns; internationals working in those areas are at a much higher risk than those in Kabul. Your sister is with the Canadians, right?
Please note that Afghani refers to the currency; a national is an Afghan.
The reconstruction requires an interface between internationals and nationals with English, Dari and Pashtun as the most commonly used language of communication. There are some international English teachers working in Afghanistan, but they are far outnumbered by native colleagues. Afghan teachers have their necks on the line on a daily basis; intimidation and murder of students and teachers along with the burning of schools is regular while fighters struggle to maintain fundamentalist hearts and minds in the population which shelters, feeds and informs the insurgency.
Please spare a thought for the struggling Afghan English teachers.

Thanks dime a dozen.
My sister has moved on fortunately. She was copilot for a cargo service based in Turkey that took contracts from Europe that were to deliver goods to Kandahar. She is now working in a passenger airline company based in Algeria that does European Mid East flights. She's much happier there and so are we.
