You'd actually be better employing a Cambodian 'right hand man' (or woman) to help you navigate the Khmer cultural and bureaucratic maze, rather than saddling yourself with a local partner, who will quite likely try to rip you off, particularly in the unlikely event that the school is successful. Employees can be fired, whereas partners are much more difficult to get rid of. You still have to be very selective though, and make sure you treat him/her well. Additionally, do not be surprised when he/she leaves to set up in competition with you.
