I believe the CELTA would be a bonus but would not count as the 24 hours. Still, you should apply because sometimes, people do get hired based on experience that's difficult to qualify.
The teaching revolves around the school in San Antonio but you can volunteer to teach overseas in various locations. Some people do this a little and some, rarely do it. I do this as much as possible. It's up to the individual and if s/he can get accepted for a particular assignment. Let me know if you have more questions.
