Anybody have advice about dependant visa?

Hi,

I have just got a job offer from Aeon in F u k u oka, my top choice. My husband is planning on coming with me and we're both really excited. As my husband is a Belgian national, we firgured the best bet would be for him to come on a dependent visa and find part-time work once he got here. (He speaks very fluent English, is an expereinced teacher and interviews very well)

Here's the problem. The Japanese Embassy here is Belgium says that the company should also arrange for his COE. Aeon isn't about to do that. The embassy guy thought that we could do it ourselves but really didn't know what to do. He gave us some numbers in Japan, which we will call but I was wondering if anybody had any first hand expereince with this or could otherwise give advice.

This is what we used to do for a teacher who needed a dependent's visa for her spouse. First of all the teacher was already in Japan and had her work visa. The husband needed to show a copy of her contract, a letter from the company saying she worked there and a letter written by the wife saying that she promised to act as a guarantor for her husband. Then they took all this to the immigration office to make the application (so I guess this means that the husband came on a tourist visa). It is pretty straightforward once you are here but do ask the immigration office for more up-to-date information. Mine is a few years old. By the way, I have not heard of a dependent's visa being issued to someone while still abroad. If anyone knows about it, please tell us.
