If someone only speaks English, has a master's degree in economics, and 1 - 2 years of IT experience, can they qualify for many jobs in Singapore?

Yes, you might be able to find a job. However, be aware that there are many locals with better qualifications than you and with more experience than you who are able to work for less than you in terms of salary. This is because as a foreigner, you'll need a higher salary to be able to afford to exorbitant rental rates here.
