I'm not sure what you mean. I googled it and it didn't come up. Just lots of people complaining that they were on the "list" for one reason or another. (mostly bad debts).
What is the relevance of the one year? Are you saying it was a one year thing? Or one year online? Or what?

One of my potential teachers says sometime within that year the GCC created a digital blacklist database for the use of all the GCC interior ministries.

A list has existed since long before that... and was even available in the US Embassies in the early 90's - even pre-Internet. They used the telephone. Not really anything new in it. But when you said "online" that suggested that it is on the net for all of us to peruse.  Wouldn't that be interesting?
