| Is there a company that is cheap and does not require a yearly contract or rental fees for the dish? It would also help if they have agents that speak English. |

Those terms are pretty much mutually exclusive.
Cheap means contracts and strings.
Buy one outright is not cheap but has few or no strings.
There may be some options but they are country specific. Where on the planet are you?
